How to fix broken glass on solar panel?

That's usually a special low-iron glass that is more transparent to the frequencies of light that the panel needs.

I guess you could replace the glass with regular window glass, and try to seal it with silicone, but it would never be as good as new.

Check the warranty on the panel, it may be covered.

If it were me, I would try to sell the panel as broken at (say) $1 a watt on craigslist, then get a new panel. Prices should be dropping next year. There are plenty of panels, but with the credit markets frozen, they're not selling as briskly. If you have cash, you can get a good deal.
