Do you need insurance in Illinois to get your license?

I'm 18 and never have had my license. I got my permit and all that, I just never got around to getting my license. I need to get it ASAP but neither me or my mom has car insurance, and some people say you need proof of insurance and some don't. Does anyone know for sure?
